The Hong Kong Marine Department carries out crucial functions to ensure the safe operation of the port and all Hong Kong waters, to administer the Hong Kong Shipping Registry (HKSR) and to safeguard the quality of the Hong Kong registered ships.  Our mission is “We are One in Promoting Excellence in Marine Services”. 

The HKSR is the fourth largest register in the world in terms of gross tonnage, with about 2400 ships that aggregate some 132 million gross tonnage. Our policy is not to seek any profit from ship registration fees and most services are provided on a cost-recovery basis. Since 2020, we have established seven regional desks - including London, Singapore, Shanghai, Tokyo, Australia, Canada and the US. 

While the HKSR registration fee is very competitive among other major flags, we launched the "Green Incentive" in June 2024 and have also introduced the "Block Registration Incentive Scheme" for Hong Kong registered ships in February 2025 and beyond.
