Seacon Shipping Group Holdings Limited (Seacon) is an integrated shipping services provider headquartered in the PRC. We endeavour to provide comprehensive shipping solutions to our customers along the value chain of the maritime shipping industry. We ranked the first amongst ship management services providers headquartered in the PRC in terms of the number of third-party owned vessels under management.

We controlled a vessel fleet comprising 30 vessels. With our large and varied fleet of dry bulk carriers, we are able to transport all major kinds of dry bulks for our customers. In addition to dry bulk goods, we are also able to transport asphalt, petrochemical products and molten sulphur through our controlled fleet of oil and chemical tankers.

Silverstream Technologies is a market-leading maritime clean technology company specialising in hull air lubrication for commercial shipping. The company is headquartered in London with offices in Southampton and Shanghai.

The Silverstream® System reduces frictional resistance between the water and the hull surface, reducing net fuel consumption and associated emissions by an average of 5-10%. The system is unique in that it is the only proven air lubrication technology that can be retrofitted in 10 days or less, as well as being applicable to newbuilds. It lasts the lifetime of the ship, is complementary to and can be used in conjunction with other clean technologies. There are now over 150 vessels in the water with the Silverstream® System installed.

The Global Centre for Green Fuels (GCGF) is a not-for-profit think tank dedicated to advancing the adoption of sustainable, low-carbon biofuels. Based in Singapore, we empower policymakers, regulators, and industry leaders worldwide by providing expert guidance on biofuel policies, technology, and market integration.

The Maritime Ethanol & Methanol Alliance under GCGF was subsequently formed to unify stakeholders in the Maritime sector, under a credible, science-based platform, driving collaboration across policy, safety, and technology. Together, we aim to support the transition toward low-carbon liquid fuels in line with IMO, ISO, EU Fit for 55, FuelEU Maritime, and other international frameworks.

International shipping is vital for the global economy and prosperity as it transports approximately 90% of world trade. The dry bulk sector is the largest shipping sector in terms of number of ships and deadweight. 

The International Association of Dry Cargo Shipowners (INTERCARGO) unites and promotes quality dry bulk shipping, bringing together more than 450 forward thinking companies operating over 4600 bulk carriers, from more than 35 countries. INTERCARGO convened for the first time in 1980 in London and has been participating with consultative status at the International Maritime Organization (IMO) since 1993. INTERCARGO provides the forum where dry bulk shipowners, managers and operators are informed about, discuss, and share concerns on key topics and regulatory challenges, especially in relation to safety, security, the environment, and operational excellence. The Association advocates for its members’ positions at the IMO, EU as well as other shipping and international industry fora, always maintaining free and fair competition as a focal principle.

The Hong Kong Marine Department carries out crucial functions to ensure the safe operation of the port and all Hong Kong waters, to administer the Hong Kong Shipping Registry (HKSR) and to safeguard the quality of the Hong Kong registered ships.  Our mission is “We are One in Promoting Excellence in Marine Services”.

The HKSR is one of the largest register in the world, with more than 2000 ships that aggregate some 110 million gross tonnage. The HKSR is also renowned for the good quality of Hong Kong registered ships and is constantly included in the white list of the Paris MoU, the Tokyo MoU and recognized by the USCG as Qualship 21 flag Administration.

Our policy is not to seek any profit from ship registration fees and most services are provided on a cost-recovery basis. Since 2020, we have established seven regional desks - including London, Singapore, Shanghai, Tokyo, Australia, Canada and the US.

While the HKSR registration fee is very competitive among other major flags, we established “ATC reduction scheme” for high quality ships since 2006,  launched the "Green Incentive" in June 2024 and have also introduced the "Block Registration Incentive Scheme" for Hong Kong registered ships in February 2025 and beyond.
