First-of-Its-Kind The New Development Bank BRICS Deal Boosts China’s LNG Fleet Construction

February 24, 2025 | Shanghai​,China’s ​Bank of Communications Financial Leasing Co., Ltd. (Bocomm Leasing)​ and the ​New Development Bank (NDB)​ have signed a ​RMB 1.069 billion ($150 million)​ loan agreement to finance the construction of ​three 174,000-cubic-meter LNG transportation vessels. This project represents a major step forward in decarbonizing global maritime trade and supports China’s "carbon neutrality" goals by 2060.

First Non-Sovereign Deal:​ The NDB’s RMB loan marks its ​first financial transaction with a Chinese non-bank institution​ to fund LNG vessel construction, expanding its role in green energy projects.

State-of-the-Art Ships:​ The three LNG carriers, built by ​Shanghai Hudong Heavy Industries (SHHI), will use ​low-pressure dual-fuel technology​ to reduce emissions by up to 30% compared to conventional fuels.

The partnership between BoCom Leasing (a green finance pioneer) and the NDB sets a precedent for future co-financing in renewable energy and sustainable infrastructure.

Scaling Up Green Shipping:​ The addition of three LNG vessels will enhance China’s LNG import and transport capacity, accelerating the global shift away from fossil fuels.

Economic Implications:​ The RMB 1.07 billion investment directly supports China’s shipbuilding industry, which accounts for ​40% of global LNG tanker orders​ in 2024.
