相关背景：威海海事局按照上级有关疫情防控和交通运输保障的决策部署要求，严格落实水运领域“交通不中断、客流不中断、货流不中断”的总体目标，结合成山头水域“国家主航路、渤海南门户”的区位特点，发挥职能优势，确保南北大通道有序、畅通，保障防疫物资和重点物资运输安全、高效。
一是设立威海市海上外源性输入预警防线，阻断疫情可能存在的海陆扩散。VTS提前介入，核查船舶动态和船员动向，截至2月12日，核查辖区各港口到港船舶201艘次、船员4147人次。
二是设立海上南北大通道预警防线，阻断疫情可能存在的南北扩散，结合成山头船舶动态报告制度，加大对来往重点区域船舶的信息互动和疫情预警，强化成山头海上南北通道的疫情联防联控，截至2月12日，累计开展船舶预警互动774艘次、船员14256人次。
